CLARK CO. BOARD HEARS ABOUT ADMINISTRATOR

The Clark County Board of Supervisors met last night with a number of presentations on the agenda.

The first came from Edward Dorner, the County Administrator from Kewaunee County.

Clark County currently operates with the Board Chairman serving as the Administrative Coordinator. Hatfield area supervisor Charles Harwick has argued in favor of hiring an Administrator, who would oversee the day-to-day operations of the county, construct the budget and supervise department heads.

"You're looking at consolidated leadership," Dorner said, "someone your department heads can go to. (The Administrator) is kind of a buffer between the board and the department heads."

Dorner said the job of board members would change from supervisors to policy-makers.

"One of our major functions is to make sure that every law, state and federal, is followed," Dorner explained.

The cost of such an arrangement could be a stumbling block: Dorner said his office’s annual budget was $230,000. It’s unclear how much Clark County would save to offset the cost.
