BOARD RESURRECTS COUNTY PLAN

The Clark County Board of Supervisors resurrected their comprehensive planning process last night.

On a 19-9 vote, the board approved a resolution directing the Planning and Zoning Committee to update and present a comprehensive plan.

"I believe when the plan is finished and presented, it will be approved, if for no other reason than we have to do it," stated resolution sponsor Steve Okonek.

Okonek said the plan didn't constitute zoning. "Anything in a comprehensive plan that isn't already an ordinance would still need to be passed by this body as an ordinance to have any regulatory affect. It's a guideline," he stated.

Okonek also told supervisors state statute requires counties have a comprehensive plan to enforce sub division, shore land and forest and recreational ordinances.

But, not everyone was on board. Supervisor Al Bower said the issue had already gone to an advisory referendum, where it was defeated handily.

"We've had a referendum where two-thirds of this county voted against entering into this plan. The Doomsday date was 2010, now the legislature has pushed it off until 2012," Bower noted.

Granton area supervisor Fritz Garbisch offered an amendment that would have sent the issue back to referendum in November, but the amendment was defeated.

This wasn’t the first attempt to resurrect the planning process. The county board voted down the comprehensive plan in 2006. Just last year, the board voted down a resolution similar to Okonek’s 12-15.
