'SMART GROWTH' FACES STATE, LOCAL CHALLENGES

--The Smart Growth comprehensive planning process has been described as the most controversial issue in Clark County history; and now, there have been some major developments.
In 1999, the state passed legislation requiring most municipalities adopt Smart Growth plans by 2010. This week the Joint Finance Committee voted 10 to 6 to repeal those requirements. They also voted to discontinue the $2-million of state aid given to local governments to conduct the planning process. This budget provision would need to escape the Governor’s veto pen to become law.
Currently, 10 of Clark County’s 33 towns are involved in the planning process. 9 cities and villages are also involved. One plan, the Town of Dewhurst’s, has already gone to public hearing and been approved.
Seeing the county’s plan is projected to be complete by this fall, Clark County Planning and Zoning administrator Jay Shambeau said the Joint Finance Committee’s action will probably not affect the process.
Shambeau believes the Governor – who he describes as “pro-planning” – will veto the Joint Finance Committee’s repeal.
In another Smart Growth-related development, Greenwood-area county supervisor Bob Rogstad has authored a resolution that would have the county withdraw from the comprehensive planning process. “Resolutions #22-5-05” will be before the board at a meeting next Thursday night.
